ICS2 ENS Filing Management for Air, Ocean, Road & Rail

ICS2 is the European Union’s security filing program. It requires companies to submit Entry Summary Declarations (ENS) before goods arrive at the EU border. The rules already apply to air cargo and are now being rolled out for maritime shipments. From 1 September 2025, road and rail will also be included.

ICS2 changes how goods are cleared and who is responsible for submitting pre-arrival data. As filing requirements expand, so does the need for clarity and control across regions, teams, and partners.

Road and rail come into scope in the European Union on 1 September 2025*

From 1 September 2025, road and rail shipments will be subject to ICS2 requirements. This includes cargo moving by truck or train into the European Union. You may need to:
  • Define filing responsibilities with agents or partners
  • Collect required data earlier in the process
  • Ensure ENS is submitted before arrival at the border
  • Respond to any risk assessment requests from Customs

ICS2 ENS Filing Requirements for Air, Ocean, Road & Rail

Air
Filing required since: 2023
Final deployment for house filers: July 2024
  • ENS must be submitted before goods are loaded at the airport of departure
  • Applies to all air cargo entering the EU, including postal and express shipments
  • Master-level filings are submitted by the carrier
  • House-level filings are the responsibility of forwarders, NVOCCs, or their agents
  • Master and house air waybill numbers
  • Consignor and consignee details
  • Buyer and seller information
  • HS6-level goods description
  • Routing and EU entry airport
  • EORI number of the declarant
Ocean
Filing begins: December 2024 (house-level). Phased rollout through early 2025
  • ENS must be submitted before goods are loaded at the port of origin
  • Master-level filings are submitted by the carrier
  • House-level filings are required from NVOCCs or freight forwarders during their assigned EU deployment window
  • Deployment is managed in phases with EU Customs
  • Master and house bill of lading numbers
  • Consignor and consignee details
  • Buyer and seller information
  • HS6-level goods description
  • Container and vessel details
  • Routing and EU entry port
  • EORI number of the declarant
Road
Deployment begins: 3 April 2025
Full compliance required by:
1 September 2025
  • ENS must be submitted before the vehicle crosses into the EU
  • Carriers or their appointed agents are responsible for filing
  • Deployment is phased, and filers must prepare in advance
  • Transport document number
  • Consignor and consignee details
  • Buyer and seller information
  • HS6-level goods description
  • Vehicle registration or license plate
  • EU border crossing point
  • EORI number of the declarant
Rail
Deployment begins: 3 April 2025
Full compliance required by:
1 September 2025
  • ENS must be submitted before the train enters the EU
  • Applies to all rail shipments entering from non-EU countries
  • Rail operators or their filing agents must submit ENS before arrival
  • Rail consignment or transport document number
  • Consignor and consignee details
  • Buyer and seller information
  • HS6-level goods description
  • Train or wagon identifiers (if required)
  • EU entry point and routing
  • EORI number of the declarant
