UK Customs – Great Britain Safety and Security (S&S) Declaration / ENS Filing

What is S&S GB?

The Safety and Security Great Britain (S&S GB) declaration, also known as the Entry Summary Declaration (ENS), is a new Customs requirement for all goods imported into Great Britain. This regulation aims to enhance the security of Great Britain’s supply chain and align with global Customs modernization efforts. It mandates the electronic submission of detailed goods information before arrival in Great Britain, supporting risk assessment for safety and security.

When will S&S GB be implemented?

Beginning January 31, 2025, all goods entering Great Britain from the EU and the rest of the world will require a Safety & Security declaration. Hauliers will be responsible for submitting this information to ensure compliance and smooth transit. Businesses are encouraged to begin submitting declarations ahead of the deadline to avoid delays.

What is different?

Unlike previous UK import procedures, S&S GB requires a unique EORI number issued by UK Customs. Companies importing into both Great Britain and the EU will need to hold separate EORI numbers for each region. In addition, hauliers are now required to submit detailed information about consignments prior to arrival, similar to the EU’s ICS2 ENS regulations.

What is required for the Entry Summary Declaration (ENS)?

For compliance with S&S Great Britain regulations, the following details must be submitted accurately and on time:

Who is responsible for filing S&S GB?

Hauliers will be responsible for submitting the S&S GB declaration to UK Customs.
Failure to comply will result in delays, penalties, or refusal of entry at the border.

What are the submission timelines for S&S GB filing?

Declarations must be submitted prior to arrival in Great Britain. It is recommended to submit as early as possible to allow time for processing and risk analysis by Customs authorities.

How should stakeholders prepare for S&S GB?

Hauliers and importers should:

What are the risks of non-compliance?

Non-compliance with S&S Great Britain regulations can lead to significant delays at Great Britain borders, refusal of entry, and potential financial penalties. Inaccurate or incomplete declarations may result in goods being held for additional inspection or rejected entirely by UK Customs. For more information, visit the UK Government’s official entry summary declaration page.

Safety and Security Great Britain Strengthens UK Border Security with Advance Cargo Information

Safety and Security Great Britain introduces requirements for hauliers and importers to submit new advance cargo information, protecting against security risks from goods entering Great Britain. The Safety and Security Great Britain Entry Summary Declaration (ENS) requires a complete set of data on goods entering Great Britain.

Failure to file the Safety and Security Great Britain ENS will lead to actions by Customs authorities to enforce compliance prior to arrival. Freight will be stopped at UK borders, and goods in question will not be cleared by Customs authorities.
