ICS2 Release 3 Rail Freight: Common Mistakes to Avoid

As the April 1, 2025 deadline for ICS2 Release 3 house-level filing approaches, Trade Tech continues its series of ICS2 ENS webinars with the latest March dates.

To ensure compliance and avoid disruptions, consider the following requirements:

  • Accurate and Complete Shipping Instructions: Ensure that all shipping instructions (SI) include essential details, such as the House Bill of Lading (HBL) Number and the EORI number of the HBL issuer.
  • Timely Filing of ENS: ENS filing must be completed twenty-four hours prior to the commencement of loading operations in order to secure the required Movement Reference Number (MRN) before cargo loading.
  • Valid EORI Number Requirement: The Economic Operators Registration and Identification (EORI) number is mandatory.  Shipments without valid EORI numbers will be rejected, which may result in delays or fines.
  • No MRN, No Load Policy: Cargo cannot be loaded at the port of origin without a valid MRN.

Failure to meet these requirements may lead to operational delays, penalties, or cargo holds. Shippers and logistics providers should review their processes to ensure full compliance before the deadline.
