From October 13–16, 2024, Trade Tech had the privilege of sponsoring the WACO System Extraordinary General Meeting (EGM) in Bangkok, Thailand. This prominent event brought together influential figures from the WACO network to address key challenges and foster collaboration among network members.
Bryn Heimbeck, Trade Tech’s Founder and President, presented two important sessions at the meeting. His first presentation provided an update on ICS2 ENS compliance requirements, focusing on the latest Customs regulations and what they mean for logistics providers.
Some highlights of Bryn’s presentation as detailed by WACO included:
- The Import Control System (ICS) is still on schedule, and VOCCs (Vessel Operating Common Carriers) are starting to connect their systems to the ICS
- Once VOCCs are online, and after December 4, 2024, carriers will expect a link between the import declaration (VOCC filing) and the bill of lading (HB/L filing).
- Freight forwarders must provide their EORI number (Economic Operator Registration and Identification) to carriers for import declarations.
- The EORI number will be mandatory for shippers, and education is needed to ensure that shippers understand the Entry Summary Declaration (ENS) filing process.
- The ENS must be transmitted to customs 24 hours before the cargo is loaded onto the vessel.
- Carriers are implementing a no MRN/No load concept. The MRN (Movement Reference Number) is obtained after the successful submission of the ENS.
- No single organisation or authority handles all aspects of the ICS. Trade Tech is a good resource for understanding and managing the requirements.
Bryn’s insights offered practical guidance on managing the complexities of the Import Control System 2 (ICS2) Entry Summary Declaration (ENS), helping participants understand how to meet the evolving compliance landscape.
In his second session, Bryn explored the current dynamics of Federal Maritime Commission (FMC) filing. His expertise helped attendees gain a clearer understanding of FMC filing requirements and how to navigate the shifting landscape in logistics and airfreight.
