New Safety and Security Declaration (Entry Summary Declaration (ENS) for UK Imports

Beginning January 31, 2025, all goods imported into the United Kingdom will require a Safety & Security Declaration, also known as an Entry Summary Declaration (ENS). This new requirement aligns the UK with existing ENS protocols already in place for goods entering the EU from the rest of the world. 

Key Changes to Note: 

  • Separate ENS Filing for UK Imports: The new regulation mandates a distinct ENS filing for goods entering the UK, separate from the ENS process for EU imports. 
  • Unique EORI Number Requirement: The UK ENS filing requires a unique EORI number assigned by UK Customs. Companies importing into both the UK and the EU will need two separate EORI numbers: one for the UK and one for the EU. 
  • Documentation for Hauliers: Similar to existing GB to EU ENS requirements, hauliers will need to submit specific documentation to board ferries and LeShuttle (Eurotunnel) freight trains, including: 
    • Consignor and consignee names & addresses (with EORI numbers, if applicable)
    • Carrier GB EORI number (for driver-accompanied vehicles) 
    • Description of goods, reference numbers, and vehicle identification details 
    • Border entry point, ETA, total packages, and weight 

Strict Enforcement Expected 

It is highly likely that GB border control will strictly enforce these requirements. Hauliers not providing the correct declaration may be unable to travel and/or face penalties.
