A Look Back at 2025

Posted on: January 7, 2026

We are pleased to bring you the latest updates from Trade Tech as we continue driving innovation in global Customs compliance and cargo information management. The past year has marked an important period of regulatory change and growing digitalization across international supply chains, and Trade Tech remains committed to providing the technology, expertise, and partnerships that help you navigate these developments with confidence.

During this past year, we achieved several major milestones. Trade Tech was named an official service provider for the United Arab Emirates’ Maritime Pre-Load Cargo Information (MPCI) Program, supporting the UAE’s National Advance Information Center (NAIC) in ensuring secure and timely electronic cargo submission. In addition, dnata logistics partnered with Trade Tech to help WACO members meet the new MPCI requirements efficiently.

We also continued to support customers through evolving EU compliance timelines. Although full enforcement of ICS2 ENS Release 3 was scheduled for September 1, 2025, several EU Member States have announced postponements for road and rail, and we are keeping our customers informed as updates emerge.

These achievements, combined with ongoing enhancements to our cargofiling.com platform and our worldwide outreach through webinars, industry meetings, and customer communications, reinforce our commitment to delivering clarity, compliance readiness, and operational excellence for our global partners.

What’s Happening at Trade Tech

Trade Tech Named Official Service Provider for UAE’s Maritime Pre-Load Cargo Information (MPCI) Program

Trade Tech has been named an official service provider for the United Arab Emirates’ Maritime Pre-Load Cargo Information (MPCI) Program. The program, managed by the UAE’s National Advance Information Center (NAIC) under the Federal Authority of Identity, Citizenship, Customs, and Ports Security (ICP), mandates the electronic submission of containerized cargo information at least 24 hours prior to cargo loading from the port of loading outside the UAE.

dnata logistics and Trade Tech Partner to Meet Critical UAE MPCI Requirements for WACO Members

dnata logistics, a WACO member for the UAE, partnered with Trade Tech to provide seamless and secure cargo filing for the Maritime Preload Cargo Information (MPCI) regulations now in place for all ocean freight cargo imports into the United Arab Emirates.

Some Countries Grant Postponements for EU ICS2 ENS for Road and Rail

The European Union’s Import Control System 2 (ICS2) Release 3 was scheduled to take effect on 1 September 2025 but some Member States postponed enforcement for goods moving into the EU by road and rail.  ENS filings provide Customs authorities with shipment details before arrival, allowing for advance risk assessment and improved border security. Postponement, under the Derogation Mechanism, allows national Customs authorities to delay enforcement in their country giving companies additional time to prepare.

Key Security Filing Updates

ICS2 Road and Rail

ICS2 is the European Union’s security filing program. It requires companies to submit Entry Summary Declarations (ENS) before goods arrive at the EU border. The requirements have applied to air cargo and maritime shipments, and as of September 1, 2025, road and rail movements were also included.

UK Safety & Security Declaration

Beginning January 31, 2025, authorities required all goods entering Great Britain from the EU and the rest of the world to have a Safety & Security declaration. The Safety and Security Great Britain (S&S GB) declaration, also known as the Entry Summary Declaration (ENS), became a new Customs requirement for all goods imported into Great Britain. The regulation aimed to strengthen the security of Great Britain’s supply chain and align the country with global Customs modernization efforts. It required importers to submit detailed goods information electronically before arrival in Great Britain, enabling authorities to conduct safety and security risk assessments.

UAE MPCI

The UAE introduced new cargo security regulations through the Maritime Pre-Load Cargo Information (MPCI) Program, managed by the National Advance Information Center (NAIC) under the Federal Authority of Identity, Citizenship, Customs, and Ports Security (ICP). Effective July 31, 2025, this regulation requires electronic submission of containerized cargo details at least 24 hours prior to vessel departure from the last foreign departure port outside the UAE.
